The British first regarded the congress as a kind of safety valve for the ventilation of the people’s grievances and for restraing those from taking an agitation form. But soon they realized that even the moderate leadership of the congress was going too far. Then they tried to crush the congress. It was this policy of the repression adopted by the British which gave rise to a new and extremist leadership in the country. They openly challenged the British policies and asked the people to organize themselves against it.
